The Government of Puntland (GPL) through the Ministry of Planning, Economic Development and International Cooperation (MoPEDIC), is working towards establishing a comprehensive, Puntland Integrated Monitoring and Evaluation System (PIMES) that will strengthen development planning and budgeting; track the implementation progress, and assess the results and impacts of the policies and strategies as well as actions envisaged in key development documents. This will also entail tracking of progress made towards the implementation of the state and national development plans.

The Government of Puntland State of Somalia, with the support of CIP-World Bank, seeks to hire a qualified firm to closely work with government institutions to design, develop and install a Puntland Integrated Monitoring and Evaluation System (PIMES) aligned with both the Puntland M&E Policy, and the development plans and capacitate the M&E Sector Working Group and relevant government staff to use and manage the PIMES. It is from that background that a suitable firm is sought to design, roll-out, and train key M&E personnel on the usage of a Puntland Integrated Monitoring and Evaluation System.

The objective of the assignment is to:

  1. Design, develop and install an automated Puntland Integrated Monitoring and Evaluation System (PIMES) consistent with the infrastructure and capacity requirements of Puntland Government to facilitate tracking the implementation of all government and non-government programs and projects in Puntland based Puntland Development Plan 2020-2024 and progress made towards its attainment including the SDGs basing on Puntland State’s M&E Framework and Policy.
  2. Develop standard procedures and guidelines for using and maintaining the PIMES supported by IT programs, tools and systems, means of verifying reported data at service delivery level, district, regional and state level.
  3. Develop and install a secure and online and offline based M&E information database which can adequately integrate information from different systems across Government MDAs, Programs and projects to strengthen the processing, management and sharing of PIMES’s information internally and externally with stakeholders.
  4. Improve the competence and application of knowledge and skills of Puntland Government’s M&E Working Group staff, Statistics Working Group staff and ICT Working Group staff in using and maintaining the developed PIMES, its database and standards.

The firm is welcome to propose a feasible duration in alignment with the proposed methodology and work plan for undertaking the assignment including rolling out the system but it shall not be less than 12 calendar months. (At least 6 months for design, install, train and roll out the PIMES and at least 6 months to maintain, knowledge transfer and provide post installation services)

The Ministry of Planning, Economic Development and International Cooperation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:

  1. Core business of the firm and years in business.
  2. Specific experience in successfully implementing similar assignments ({Ten 10} years of specific experience in designing and developing ICT data bases and M&E automated systems.)
  3. Experience of relevant services in an environment similar to that of Somalia (Substantial background work in M&E in development, gender, health, or rule of law programs in developing countries, Prior experience working on World Bank, UN, USAID & DFID funded consultancies in conflict/post conflict countries is an added advantage.
  4. Technical and managerial organization of the firm (provide only the structure of the organization, general qualification and number of key staff). Do not provide CVs of key staff. Key experts will not

be evaluated at the shortlisting stage.

Attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s Policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
